As in actively speaking the language, not having it as a fluent language.
I'm gonna go out on a limb and say that some people are doing it because it makes them say things "in an exotic tone," forgetting that they are actually using a different language.

The Woodlore skill tents are your own personal rooms. They are the same environment as wherever you lay them, are considered indoors and can be customized by msging Razmael or another coder god for free (if they aren't busy, natch). I love using mine as an RP device.
The tents that Inesse sells are purely RP devices with no mechanical function or effect AFAIK.
