Carnifex rebirth didn't used to have a CD and it was nerfed to include one because having people like me and Luna basically be unkillable at a lesser was seen as way unfair. I think starburst doesn't have a CD because it strips defs, but if arti'd up people started using a ton it'd probably get nerfed too.
Culling artifact counters starburst. Also pretty sure substitute doesn't strip deaths on clear, but I quit using it since it was expensive soul-wise.

Though I doubt (hope) this fact has escaped anyone, everyone can use starburst. Literally anyone. Newbie to oldbie, combat vet to fresh faced low-tier. Only 100 gold at Sven's. Different from a class skill.
The trouble isn't 1 starburst. It's if you pair the instant tattoo arti with a starburst-dedicated slot, you never die in a team fight. Which is what got soul substitute nerfed, and all the other insta-rezz skills.

@Toz - yeah substitute, soulcage, etc, those don't strip defs, but starburst does, which is why I assume there isn't a CD on it. However, if people started using them nonstop in fights with the new arti, I suspect a nerf would be incoming.
Actually, it's not so bad - if they kill you 3 times, your team is probably going to win the fight, unless they have someone doing it too. And I can usually get away without dying ONCE, if I'm on the ball. Given an infinite amount of times to escape, I'll do it in significantly fewer than what I could handle xp-wise.

Put a balance cost on the TOUCH, rather than the inking. The whole point of the stamps was to make inking painlessely faster. So just make Starburst touch take balance like boar/moss/moon/owl/mountain do. Seems simple enough.

That's honestly probably the best solution, on second thought. Even with a balance on the stamp artifact, you'll still be able to chain a few quick stamps.
Of course, by the same token, you'd be able to do the same with a balance on touching starburst, unless it's obscenely long.
I honestly bought the stamps just so I do not destroy my inks during the inking process on a newb that does not understand to NOT DO ANYTHING AT ALL even reading ghelp, ohelp, chelp, or any other help files will destroy the inking process.
My idea: Redesign the inking process so that it does not destroy the inks or the tattoo if a simple thing like look is done. Make it so any skill by the person is done would destroy it but not the org helps, help files, sc, look, stat or other actions that does not make sense to destroy the process.

@Razmael and @Oleis. A great shrine or the ability to offer corpses at the pylon. The offerings will be divided up between all gods of the city's Divine advisory. I think this would benefit all parties involved. Plus it is a nice perk for those that have not decided to follow a god yet, but still want to help offer.
A cooldown on starburst defense would be the best solution IMO. Once your starburst activates you cannot gain the starburst defense for 5 minutes (for clarity, this means AFTER you die you cannot gain the defense for 5 minutes, not after you touch it). That means you can only ever starburst once in a fight, which I believe is how it was intended to function.
Even before the tattoo stamps the fact that you could starburst twice (or more if you wanted to devote more tattoo slots) in a fight was pretty bleh. Now you can do it unlimited times.
I'm unsure if this is DOABLE but.. can we add ENDGAME skills to GMCP similar to how AB skills are.. as it will let us better keep track/code them into our system...
Please allow something to be done to sacrificial daggers to allow you to offer corpses to them and they be tied to the pylon like you can do shrines. I feel like I'm being punished for having an artifact.
Just put a heavy balance on starburst. I like that I don't have to wait for forever to put it back up again, but I don't like it can make you immortal in a fight if combined with an artifact. Or even a combat timer on it like some other skills have - can't use it until after 10s of no aggressive action.

Oooooo Happen to know what the GMCP is for it @ Ivoln
Could we have the ylemlog <city> summary become a log that simply resets every 6 IC months (say Varian and Midsummer) rather than a constantly rolling 6 month log? This would make tracking ylem and how much more you need to extract for each 6 month period much easier since cities reward based on 6 month contributions.
Basically the log would only show your contributions from Varian - Midsummer, then Midsummer - Varian, rather than always showing your last 6 IC month contributions. Of course have the ability to ylemlog <city> summary 1 1 and such.
You'd need a way to check the past 6 months, or else people would need to be online 30 seconds before howling every week to ensure they got the proper total caught. It'd make it like quota contributions - once the numbers are final, you can't see them anymore, so it's a complete bitch to track.
Hence why I said ylemlog <city> summary 1 1 should be possible. Although it'd be nice if instead of the history checking each IC month, have it check each 6 IC months (so 1 1 would check the 6 month period before, 1 2 would check the period 12 months before, etc).
It'd be nice to get this option for the mist quotas too, they are definitely hard to track.
