Mostly, yes. There's one or two auction artifacts out there that let people summon thrims to an area for like an hour or something, on a 24 hour cooldown.
Yeah Arbre, I wouldn't do that, like it or not there is a lot of metagaming around here and anything you say can and WILL be used against you...by someone.

So a cities god room is a part of the city proper, but guards can't be placed there, and non-citizens can access it, is that how all cities are?

He's referring to the room that is above the spirean archives that you PULL CORD to get into.
And I would imagine you get guards there just like any other city gets guards to special rooms. It likely just doesn't count towards your total allowed gaurds.
"God room", I believe, refers to the internal names for rooms (my haven is lin_haven_1, for instance). What you're probably seeing is a room, dedicated to a god, that belongs to a different area entirely. Or in the case of the Sphere of the Emissary, it has no exit you can walk a guard through.

As far as I know, there's a critical hit % base cap somewhere around 95-100. After that the only way to increase it are through buffs from items and artifacts. (Grimstim pills, clover leaf, etc)
