Penalizing shielding would have more implications than I'd be comfortable with, personally. The ongoing direction of adding ways to deal with it, such as the recently added berserking change, feels like a better approach.
Ultimately, no matter how much we want to support active combat (and I do hate turtling), actively discouraging shielding is not an even-handed solution to the problem. Like @Ilyon, I'd personally much rather pursue avenues that allow the aggressor to better deal with the shield through intelligent strategy.

A lot of those items are really rather nice. The customization item in particular is pretty cool, though it does cost more than than customization used to cost.
I would like to redo my scythe, but that cost makes me change my mind. It is only a description not a game changer. I think in the long run I will wait to see if anything else jumps out over the next few releases.

The collapsible shelf will make lots of shop-owning crafters happy. Especially those of us who have a crap ton of designs. Though, for SOME PEOPLE, the extra space might still not be enough. >_>

Normal icons right now don't actually collapse when the charges are used up. It just becomes a new one with full charges. Since they're basically identical to the artifact one that should probably be fixed!
I could see shock sigils being used to screw with orgs, yeah. I'm curious if they can be attached alongside impact sigils. If -that- is the case....yeah.
Suggestion - increase the damage the icon does back up to the original amount before the recent change. Since the change was designed to increase ylem consumption, an artifact icon isn't factoring into this, and the increased damage will make the icon more tempting as a purchase.
I am all for new stuff and such, but I would much rather see Liaison stuff done before new artifacts were created. Makes me wonder what the priorities really are....money (sad face).

A quick artifact addition for utility adding a portable, something already coded, is hardly comparison to rebalancing combat based on an addition or deletion, nerfing or buffing of a skill.
I think the coders/gods/admins/volunteers are well underway with many things already.
SOON being a typical comment, but how do you really put a timeframe on something that has the potential of creating bugs in what is obviously archaic code that has created this game in the beginning which is probably and no pun intended $Iosyne a hell of a twisted web to sift through at this point what, a decade later.
