What is the time limit on rounds if any??

Question regarding phrasing of rules:

-Are host to the Dhasan of Magic, who may use their magic to block a role's active (not passive) power. 

When you say this, does this mean the skill is targetted at a role "eg I use my magic on the Warden" or is it targetted at an individual player?

It's targeted on an individual player. You can't target a specific role.
