Enemy Status / Bounties - Some Clarifications

Hi folks,

Based on the issues and messages around these topics, there's some misunderstandings about enemy statuses and bounties that I'm posting to clarify:

ENEMY STATUS
------------

- Cities and guilds and orders are free to enemy people for any reason they want, or no reason at all.
- You do NOT require any sort of pk cause or even reasonable justification to enemy someone. "I don't like his name" or "the sky is blue" are perfectly fine, though the organisation may take issue with this IC.

BOUNTIES
---------

- City bounties are for specific city crimes, not personal grievances or territorial grievances. Personal grievances can be resolved via Esterport bounties or by killing the person yourself.

- If someone already has a city bounty on them and they commit additional crimes, you CANNOT re-bounty them once the original bounty has been completed, nor can you save up a list of crimes and keep filing successive bounties for them. You can however keep increasing their fines if you wish.
