My total guess: An event with the guild to bring everyone together and discover the particular Phantasm will unlock it for the class.

Its weird to make a news post about it being available before the event that would make it available is all.

It shouldn't need unlocking - looks like we had a setting backwards. Let me know if it still doesn't work!
