Why did Bloodloch start accepting living players?
Was it just power gaming or a decline in RP? Or some other reason?
To note, in Imperian they eventually hard-coded a disincentive to have people from other "circles" in cities. This was generally poorly received, I would note two things about that though: (1) the circles thing in Imperian was a big part of debate RP and separating people basically killed the debate, whereas living vs. undead is not a very big debate area. (2) it's probably better to have this kind of thing come from players but there may be subtle mechanical reasons for why such a thing is not materializing. I am not suggesting that a disincentive be coded in but there may be something going on that is not letting people be spicy enough to kick out all of the living players.

Subj: The Acerbus Ferratus
The Infernals, breaking with Ashtan, have made a monumental move to our
city. This shifting will bring the city strength and power. This influx
of new mortals and our current citizenship has led me to make some
decisions.
These decisions have led to the creation of the Acerbus Ferratus. This
shall be organization for mortals within the city, not unlike the
vampire houses, but not the same as it will host the living _only_. It
will be the organization to which mortals within Bloodloch who have
decided not to join a Vampire house, must join. The Infernals will have
control of the members of their clan, as it is primarily theirs.
This group shall form a clan, which shall be made democratic to ensure
its continuing livelihood and strong leadership. There will be an option
to a Council seat and Ministerial positions. I shall explain in the next
post.
I will grant unto the Infernals and the Acerbus Ferratus the following
privileges:
The leaders of the Infernal guild, including the guildmaster and
secretaries, and the elected leader of the Acerbus Ferratus shall be
allowed to post on the news board freely. General mortals in the house,
as usual, shall not be allowed to do so.
Enemies of our City shall be theirs, and vice versa.
The shop of Metias will be awarded to the Clan, in which discounted
items will be available to all the citizens of Bloodloch.
All the Infernals will be allied to our City, regardless of their
residence. They are free to quit the city, without the consequence of
being enemied. Any hostile actions against the city will result in them
being enemied.
Members of the Acerbus Ferratus are no longer servants; they are simply
citizens, tolerated while living in the same house. I am sure the
feeling will be reciprocated.
Mortals of the Acerbus Ferratus can title themselves as they wish, if
their titles are appropriate. The ruling council shall make judgments on
this. Within a short time the leadership of the Infernals and the
Acerbus Ferratus shall construct a titling structure for their members.
