Reformat HELP <city> to show Ministry names.

I wrote a cute little script that shows how it could look (acknowledging that my personal formatting tastes are not necessarily like the game's). But seriously for the love of god, this would be so helpful.

There now exists a CONFIG MINISTRY option.

Usage: CONFIG MINISTRY <OFF|DEFAULT|BOTH>

Set to off to see the stylized ministry names for each city.
Set to default to see the default ministry names for each city.
Set to both to see both the stylized and default names for each city.

You will now see both the stylized and default ministry names for each city.
