I feel like a lot of you are misconstruing cross-tether RP with interpersonal RP.
Cross-tether RP is something that typically doesn't happen. Enorian isn't going to come up to Bloodloch and start trying to have a conversation with them b…Looks like some bad coding.
Some string probably was incomplete and so it highlighted everything. You can see this on milestone 57 it doesn't complete the quest number, but goes into milestone 30.

It means Carnifex can no longer Warhound Track to people outside aura.
Luminary can no longer set up rites outside aura.
