Does using the hunting artifact for Rituos Praenomen make slashing with a scythe do more damage to mobiles?

I would also note, having used the same statpack enhancement and gotten the same speeds as well, that one disadvantage to doing that is that if you bash a lot, its immensely slower to not use +balance. 3.33 vs 3.49s is not a huge gain in affliction …
