Events are deliberately spaced out with 13 hr intervals so that they occur at a rolling increment of 2 hrs each day (if it's 12 noon today, the next event is at 2pm tomorrow). The idea is for timezones to get more or less even access.
I haven't been using the combat rankings. The main reason is that there are no incentives attached to it. Another reason is that there doesn't seem to be an active community of combatants using it.
