I coded it so that its possible from a code front, but it is barred to only cities for now. We might use it for events and the like, so you can technically be at war with any organization if we choose.

I could potentially cap ylem levels? This would give some breathing room for a surplus, but ensure that you never get so far ahead that foci become pointless.
Just letting you guys know I'll watch this thread. Throw up your ideas for refreshing the current conflict systems around foci. Don't assume I've heard your ideas before!

I picked it because I didn't really want to further buff their solo capacity; as a pipe affliction it likely won't affect much of anything. The best application of deadening will be in teams.

Any ability that requires balance or equilibrium to heal another. Basically so that passive regen and such are not included, you have to do an action.

The score totals are all really close. For the most part I'd say A and B tiers are close enough that they're probably about the same in power level.
