It's pretty hard to give an accurate number. For example the Slam throw in Tekura will allow armor to modify 100% of the damage, where as something like Spike from Tracking will only modify 20% of damage.
It should be back to how it was now. Rituos path will have a 1/3 chance to cure two afflictions over one, and all other paths will be able to cure two.

Tarot has invisible 3rd person messages if you're cloaked. I think some skills of necromancy do this too, but I'm not entirely sure offhand. Mentis whispers have never had a 3rd person message as far as I remember.

All attacks scale to max health, minus some like mobs. They all have a small have a small portion of static damage though, so enhancement is still entirely beneficial.
