For the record, Sceptre wasn't actually nerfed that hard.
1250 at 2.5s is 500 DPS.
1980 at 4s is 495 DPS.

It is an outdated mechanic that has more or less only ever been used to grief certain segments of the playerbase on any IRE game that I have played.
Especially nonaffiliated people defiling Gods' shrines. -
Artifacts here are less impactful than on Imperian or Achaea, for the most part. The most important thing is probably survivability, and that really only matters against the 3 people that can damage you out. :F
