@aishia Is that not something you can asign via privs? I thought that was something that the GM could set at whatever GR they wanted?

It would seem like a reasonable fix for the problem would be, like several people have mentioned, simply raising the "full member status" to GR rank 4+. There's nothing here that says a GR3 has to have any particular privs or status within the guild…
