Idling doesn't actually give any points. I've watched it and growth stays at 0 if everyone is just sitting at city portals.
If someone is using triggers to walk around and stuff while afk though...well, I'm sure they'd be summarily punishe…I've never had a problem with this and I was Bloodborn for 2 or 3 RL years.
